RcppTOML
It requires C++17 therefore gcc/7, and we set ~/.R/Makevars as follows,
CXX17FLAGS= -fPIC
CXX17=g++ -std=gnu++17
LDFLAGS=-L/usr/local/software/master/gcc/9/lib64
then try
module load gcc/9
Rscript -e 'install.packages("RcppTOML")'
which gives error message,

The dilemma is possibly created by gcc/6
used to build R, so we seek alternative that does not have this drawback.
module load R/4.2.2
Rscript -e 'install.packages("RcppTOML")'
For RcppTOML 0.2.2, rcdk 3.8.1, splines2 0.5.1 (but gcc/7 is sufficient for R 4.3.2), both gcc/7 and R/4.2.2 are necessary.
RcppTOML 0.2.2 and rjsoncons 1.1.0 also compile under gcc/11, C++17 and R/4.2.2. Additionally, beachmat 2.18.0 and BiocSingular 1.18.0 compile under gcc/9 and R/4.2.2.
